My stock 1959 C-150 runs rich (makes visible black smoke) for a few seconds, then runs clean for a few seconds. This cycle continues during a full power test. Pulling the mix out about 1 inch brings the RPM up 200 PRM (to the static limit).
Installing a new (actually rebuilt) carburetor yields the same results.
The engine has 250 SMOH (2003), compression is above 75/80 all around, oil consumption is 20 h per qt.
how long has this been going on?
here are a few things that your mech can check.
--Type Certificate Data Sheet to verify that the correct carb is installed.
--Carb heat control to ensure you arent inadvertantly running heat into the carb.
--Induction system to ensure the tubing is secure and the round rubber couplers are in proper placement and the clamps are tight.
--Primer system to ensure that it isnt sucking fuel into the engine when the primer plunger is stowed.

This problem began about 3 months ago and has eluded us ever since. The carb heat components appear to be functioning properly. One of the first tests was to plug the primer line. There was no change. The induction system appears to be in top condition. The carb(s) data tags match the numbers on the parts list. The original carb had a 2 piece venturi and original (non perforated) fuel nozzle. Shortly after the problem began, the mechanic updated the venturi, but the problem continued. Next came the perforated nozzle. Again, no improvement. Next came the "new" carb (with one piece venturi and perforated nozzle). Still, no improvement.
