I'm not familiar with the Skylane, but my Skyhawk was a Skyhawk and not a Skyhawk II because of the way it was equipped from the factory. The Skyhawk II had (2) better radios, heated pitot tube, auxiliary static source, true airspeed, and other features that were not standard on my airplane (all those items have since been added). The engine and airframe were the same.
As far as I know, the only way to determine how a specific airplane was equipped from the factory is to request the Original Equipment List from Cessna. They will need the serial number and about $9.00 if I remember correctly.
