      <title>Update on aviation activities in Mexico</title>

      <description><![CDATA[We just completed another round of meetings over a two day period with the Director General of Mexico's DGAC (Mexico's civil aviation authority) as well as the Director General of ASA (the government agency that oversees fuel distribution in Mexico) and their respective direct reports. The following is a summary of what is underway here in Mexico:

406 MHz ELT: We have continued to provide the DGAC and the national committee on aeronautical NORMS and REGULATIONS with our data, analysis and proposals over the last two years. The DGAC has continued to postpone implementation while they review this information and that provided by Mexican pilots and aircraft owners. We have been asked to continue to work with the regulatory and technical branches of the DGAC over the next several months to find an acceptable solution. 

Mexico insurance: There continues to be mis-information circulated that indicates that pilots must buy &quot;special Mexico insurance&quot;. The DGAC will be issuing a communiqué that we will publish which will clarify this topic so that pilots will be better informed as to what the true requirements are.

Entry procedures: There have been a number of US registered aircraft illegaly providing for-hire services in Mexico which has triggered a review of the entry process for aircraft into Mexico. We have been asked to be a part of this review to ensure that visiting GA aircraft are not affected.

Fueling: There are a number of major improvements planned for 2010 to automate and expedite the invoicing and credit card payment processes for ASA fuel trucks. We have been asked to be part of a national task force to improve services for general aviation aircraft at airports and fuel depots run by ASA (about 95% of the fuel sold in Mexico). We ask any pilot that has specific problems with ASA fuel or ASA airports to advise us ASAP with the details so that we can channel it to the committee to have it addressed.

      <description><![CDATA[We have returned from our post-AOPA Summit trip to the Bahamas which was a resounding success. The participants on this trip got to explore Cat Island and Long Island from above, on and below the ground and water. Our base of operations for this trip was the beautiful and cozy Fernandez Bay Village on Cat Island, a classic Bahamian resort where you are quickly overcome with peace and relaxation by the friendly staff and beautiful beachfront rooms. Ground transportation, filing of flight plans, filing eAPIS, airport information, aeronautical charts and all USA and Bahamian forms were completed or provided in advance for all participants.

In addition to relaxing on one of the Bahamas most beautiful beaches, the group visited two Islands, ate at five different Bahamian owned restaurants, explored a giant cave, swam in the worlds deepest blue hole, visited several historic ruins and enjoyed miles of beautiful beaches!

We now have our sights set on the Cessna Owner trip next March, 2010. We will have many opportunities to visit unique sites and experience Bahamas history and culture along with natural beauty. Spread the word and get ready to experience the Bahamas from a native's point of view!

We will be at booth 1604 at the AOPA Summit and will have fliers on the March, 2010 COO trip and will be happy to answer any questions.       <description><![CDATA[Our meetings, letters, emails and lobbying have paid off once again. We have been working closely with the Mexican DGAC for two years now on this topic and have been successful in obtaining two postponements of the 406 MHz ELT deadline. Since the last extension, we have continued to meet with the Mexican DGAC (civil aviation) and we have received official notification today that a third postponement has been issued moving the deadline once again to April 2, 2010.

Canada: As many are aware, Canada did a 180 degree about face and the 406 MHz ELT are not required. There is new regulation working its way through the approval process to define what will be considered as &quot;alternatives&quot;. In the meantime, the prior Canadian regulations remain in effect.

Mexico: We have been given a second reprieve until October 1, 2009. We have a major initiative underway at this time. As soon as we have more information that we can share we will pass along.

Bahamas: The Bahamas government has expemted aircraft from requiring 406 MHz ELT's for 2 years. I expect that at the end of those 2 years there will be another extension unless the FAA does something.]]></description>

      <description><![CDATA[It will be a pleasure taking fellow POS members to my home country of the Bahamas. This trip is designed to give you a little exposure to small island life (Hope Town) and more &quot;off the beaten path&quot; (Cat Island). Our first landing will be in Marsh Harbour on Abaco and we will cross over to Hope Town on Elbow Cay via ferry. Explore the island's lighthouse which has one of the few remaining kerosne burning lights. After two nights we will be off to Cat Island via a stop on Staniel Cay in the Exuma Islands where you can explore the &quot;Thunderball Grotto&quot; where scenes from the James Bond movie were filmed. Along the way you will have a spectacular aerial view of dozens of islands, sand banks, reefs and more. On Cat Island we will be staying at a fabulous island beach resort only a couple of miles from the airport. Enjoy the fabulous beach and/or explore the island which boasts the highest point in all the Bahamas, 206 feet! Located on the &quot;mountaintop&quot; of Mount Alvernia is the hermitage, a miniature monastery built by the late father Jerome which can be explored.

      <description><![CDATA[We received a notification yesterday from CBP that as of 6:00 am yesterday, the email problems with eAPIS have been fixed. If anyone continues to have issues with receiving eAPIS emails would you please contact CBP, AOPA or myself so that we can forward the complaint on to CBP. None of our last 10 eAPIS submissions have worked properly (incomplete receipt of approval email from ePIS) so we are very concerned. I will be on a trip to Panama through Central America next week and will test the system again myself but since the problems have been &quot;hit or miss&quot; for many pilots, what works for one may not work for another, so please keep speaking up if you have problems.]]></description>

The FBO puts on a daily fantastic feed.
 They have a very nice facility and plently of smiles to go around.
 Close to town with loads of great local things to do.

      <description><![CDATA[For a 406 MHz ELT to meet ICAO requirements it needs to be a TSO 126 compliant unit. Most governments are requiring a fixed automatic unit. This rules out PLB's. We have made a formal proposal to the Mexican government to allow a 406 MHz PLB in conjunction with a fixed automatic 121.5 ELT.  We are also working closely with Canada's COPA (equivalent of AOPA) to compare strategies and precedents to try and get changes made to ruulings to allow PLB's to be used.]]></description>

      <title>FInal rule by DHS for private aircraft</title>

      <description><![CDATA[The Department of Homeland Secutiry posted the final rules affecting private aircraft on international flights today. Although not what we would have liked to see, it is a lot better than what was originally published in the Notice of Proposed Rule Making. Provisions have been made to address a number of concerns raised by pilots, the most notable being lack of internet availability outside of the USA.

Caribbean Sky Tours has worked closely with AOPA on addressing this rule and we have already reviewed the rule this morning and provided a list of observations and recommendations. For those who are interested, we have posted a summary of how the rule works and some of the observations/suggestions we have forwarded to AOPA on the NEWS page of our website.]]></description>

Thanks for the info. Just today I got to crank up my newly overhauled engine and that will make me feel much safer if Sandy and I do decide to make the trip to San Miguel De Allende in our C150. I am having quite a bit of fun with the Spanish lessons and would really enjoy being immersed in the culture and language for a while.

I may just have to opt for a new ELT and make it happen. Thanks agan for all of your help.

      <description><![CDATA[My response is in reference to the initial post.  I am a military helicopter pilot and a Cessna 180 owner.  During a training mission from Louisiana to Texas and back we broke in the Helicopter at Galveston.  The crew there was over the top with their support for us in working through our problem and taking care of us while we got back under way.  They even stayed open for a couple of extra hours for us.  We were able to finish our 8 hour mission and get back to our own beds (cots) safely that night because of the help that they gave.

I hope that someday I can get back in there with my 180.

I am a military helicopter pilot and 180 owner from fairbanks.  I have been to Barrow a couple of times and will chime in here since I see that no one else has.  We tried to get up there several times in early summer/spring and were not able to.  We only ever made it all the way up there twice, and even then were forced heavy IMC with some light icing.  Each time this was due to low ceilings and vis up near the coast that bled down into the range.  From what I've heard and read that is the norm up there.  Lots of blah days in the sky.  I haven't witnessed the winters up there myself, only fairbanks.  Sorry if that was not the word you were looking for.
