Cessna140 flap

I have a 46 Cessna 140. When the yoke is straight up,the right flap is down about 5/8”. In other words the left flap and both ailerons are even however the right flap is down 5/8”. I must keep the yoke a little to the right while flying to center the ball. Does this make sense? There does not seem to be an adjustment.

    Is there a service manual for the 140? 1946 is along time ago and manuals weren't as good then as they are now. A current manual would show the rigging procedure; I'm not sure if they published on back in '46 but you should look.
