Are the cruise performance charts for fixed gear Cessnas from the ‘70s based on aircraft with wheel pants or without?

    With wheel fairings, new engine, new propeller, no bugs on the wings, minimal weight up until the mid 70s when they started issuing an actual POH. Along with the POH came performance charts that included aircraft weights and configurations so the numbers are actually achieveable. Prior to the POH airplanes the performance numbers may be difficult to achieve out in the wild.
